In almost all cases, no -- book titles will be italicized. (This is also true for MLA and Chicago.)
Underlining on digital documents (i.e. the paper you're typing on a computer) is reserved for hyperlinks these days. If you are writing by hand or otherwise not able to italicize, you may underline.
